예방 전쟁이란 자국의 안보에 심대한 위험을 끼치려는 나라를 선제 공격하여 위협 요소를 미연에 방지하기 위해 개시하는 전쟁을 말한다. 미국이 이락에 대해 감행한 전쟁이 바로 이 같은 성격의 전쟁중 하나인데 미국이 내세운 이락 침공 이유들 중 하나가 대량살상무기(WMD) 제거다. 그러나 현재까지 아무런 WMD도 발견되지 않아 미국은 정당성 없는 전쟁을 감행했음을 전세계에 드러내놓고있다. 

바티칸에선 바로 이 예방 전쟁에 대한 교회의 확실한 가르침을 주었다. 어제 바티칸은 교회의 새 사회 교리 총서를 내놓았는데, 이 전쟁에 대한 가르침도 이 책에 포함되어있는 것이다. 6년간의 작업 끝에 발간된 524 페이지 달하는 이 책은 예방 전쟁, 테러, 사형, 이민, 노동자의 권리부터 빈곤, 세계화, 자유시장 그리고 인권까지 사회의 모든 이슈에 대한 교회의 가르침, 즉 사회교리를 집대성한 것으로 현 교황 요한 바오로 2세를 포함 전임 교황님들의 가르침에 기초하여 편집되었다.(The new Compendium of the Social Doctrine of the Church, a 524-page compilation of doctrine by the Vatican's Pontifical Council for Justice and Peace quoted extensively from, and offered reflections on, writings and speeches by Pope John Paul II and previous pontiffs on matters including preventive war, terrorism, the death penalty, immigration, workers' rights, poverty, globalization, free markets and human rights.)

이 책에서 가장 주목 받는 부분은 전쟁에 관한 부분, 그 중에서도 예방 전쟁 부분으로 미국의 정당성없는 이락 침공과 관련하여 관심을 끈다.

예방 전쟁, 다른 말로 잠재적 적국에 대한 선제 공격은 원론적으로 “공격이 임박했다는 확실한 증거가 있을 경우에만 감행되어야하며 그렇지 않을 경우 도덕적, 정당성 문제가 발생한다고”고 규정하고있다.

유엔을 언급함이 분명한 가운데 이 교서는, “엄격한 조사와 합당한 동기의 기반위에서 특정 상항을 평화에 대한 위협으로 판정하고 특정 나라의 영토 침공 명령을 허용할 권한이 있는 합당한 기구(즉 유엔)의 결정에 의해서만 무력 사용은 국제적 정당성을 갖는다,”고 말하고있다.( In apparent reference to the United Nations, the document said ``international legitimacy for the use of armed forces, on the basis of rigorous assessment and with well-founded motivations, can only be given by the decision of a competent body that identifies specific situations as threats to peace and authorizes an intrusion into the sphere of autonomy usually reserved for a state.'')

이 같은 교회의 가르침으로 비추어 볼 때, 미국의 이락 침공은 공격 이유로 내세운 대량살상무기도 발견되지않고, 전쟁 명분과 정당성에 관해 국제적으로 인정 받은 기구인 유엔의 철저한 조사와 결정을 거치지 않고 미국이 전세계 국가와 국제기구를 무시하고 일방적으로 감행한 전쟁이므로 명분없는, 정당성없는 전쟁임이 우리 가톨릭 새 사회 교리서의 가르침에 의해 알 수있다.

또 이 사회 교리서는 낙태를 끔찍한 범죄로(Pope John Paul II has vigorously championed the Vatican's long-standing opposition to abortion, which was denounced as a ``horrendous crime'' in the Vatican document released Monday.), 사형 제도를 정당성없는 것으로 간주, 이의 폐지 운동을 격려하고 비정상적 결혼 형태인 동성애 결혼에 분명한 반대를 명시했다.

VATICAN CITY, Oct.25- A major Vatican document issued a week ahead of the U.S. elections forcefully restated on Monday the Catholic Church's position that preventive wars are permissible only with "clear proof" of an imminent attack.
 
The position on war and peace, on legitimate defence and aggression was included in the new Compendium of the Social Doctrine of the Church, a 524-page tome published by the Vatican's Pontifical Council for Justice and Peace.

The compendium also reiterated church teaching that abortion is “horrendous crime” and there is virtually no justification for the death penalty and hailed as a ``sign of hope'' growing public opposition to capital punishment.

 In apparent reference to the pope's outspoken opposition to gay marriage, the document said ``no power can abolish the natural right to marriage or modify its traits and purpose.''

While the book is mainly a compilation of known Church teachings on a host of social issues, its chapter called "The Promotion of Peace," is one of the most topical because of the war in Iraq and the Nov. 2 U.S. presidential elections.
 
It made no specific reference to Iraq, but defended the Charter of the United Nations, which prohibits a recourse to conflict to resolve disputes except in cases of legitimate defence and when backed by the U.N. Security Council. "Therefore, engaging in a preventive war without clear proof that an attack is imminent cannot fail to raise serious moral and juridical questions," it said.
 
The Vatican strongly opposed the U.S.-led invasion of Iraq and the Pope sent senior cardinals to U.S. President George Bush and former Iraqi leader Saddam Hussein to try to avert it. The Vatican envoy the Pope dispatched to Washington before the invasion, Cardinal Pio Laghi, emerged from his meeting with Bush and said any war without U.N. backing would be "illegal". The new compendium appeared to back up that position.
 
"International legitimacy for the use of armed force ... can only be given by the decision of a competent body that identifies specific situations as threats to peace...," it said.
